Yes, in the sense that one can write a CD by using linux attached with a
HP 4020i.

Argh! You need SCSI generic device in the kernel (or as a module).

You need cdwrite, which is a program to actually burn a CDR, and
most likely, mkisofs, which can make ISO9660 compatiable file system
image.
