pre-patch-2.1.37-3 load averages

The load averages reported by pre-2.1.37-3 seem to be off by a factor
of +1. I get a 1.00 load at idle where one would expect about a 0.00
and get about a 1.50 where one would expect a 0.50 so on and so forth.
The reported load never drops below 1.00 even at 99% idle with no disk
activity. This is single processor i386.
