[2.1.32] Sockets stuck in CLOSING

Before I get pelted, let me state that I am already 98% suspicious
that this problem is userland in sendmail and not the Linux kernel. But,
in the case that it isn't... ;]

I'm running 2.1.32 and sendmail-8.8.5 (built under latest
kernel/libc/buildtools), and every so often one of my inbound emails
leaves a socket stuck in CLOSING:

tcp 1 1 earth.Terran.ORG:smtp pimaia2w.prodigy.c:1329 CLOSING

They build up slowly over time. If I stop sendmail, I must reboot before
I can start it again because port 25 will already be bound. Even assuming
that it's 100% sendmail's fault, are there repurcussions to the kernel
killing off sockets that are left in untidy states for too long?

This began around 2.1.26. Anyone know a solution, other than dumping
