2.1.30 and slow ftp

I've just recently upgraded from 2.0.29 to 2.1.29 then 2.1.30. I've
noticed that 2.1.29 while doing FTPs from another machine the ftp stops
after about 160000 bytes (but sometimes much longer and sometimes it
succeedes.) The following line is the netstat for this transaction
while it's stopped:

tcp 0 49640 bs1.mankato.msus.edu:20 nic.Mankato.MSUS.E:1724 ESTABLISHED

bs1 is running linux 2.1.30 and nic.mankato is running linux 2.0.29

I'm using wu.ftpd (with shadow password support compiled from source
in the last month while still using 2.0.29)

I'm using libc.so.5.4.23 but the same thing occured using
libc.so.5.4.17.

I'm not having any trouble duplicating this... so if anyone wants more
info. please contact me.
