Devices in /proc bring the problem which permissions would they have. The
nice thing about /dev is that you can easily change them permanently.
There could be code for /proc/dev which would set up some default permissions and
owner/groups and then allow the user to modify it, but none of these changes
could be permanent... Admins would have to write rc scripts, which would set
up permissions on those devices as they want to. This is not worth the
effort, I think.
