nice and process creation

I have some nasty scripts that create lots of processes repeatedly. To
keep them from slowing down my machine, I typed "nice +20" and expected
everything to be much quieter.

But then I ran top, which said that init was pegging the CPU.
Apparently init's priority is 0, which means that process creations are
not scheduled in proportion to the priority of the calling process, but
rather in proportion to init's priority.

Is there a way to make init be fair about this? Or instead, are there
other reasons that this kind of behavior is desirable?
