I can report that the patch does *not* fix the problem on Alpha (UDB). I
have no functional networking with 2.1.28. Any attempt to connect to the
machine results in the machine freezing.

This is a different bug that the tty_ioctl.c bug, then. The tty_ioctl
bug didn't cause the machine to freeze; it just caused the first
character of each line in an incoming telnet or rlogin conection to be
lost.
