ifconfig/route 2.1.28

There seems to have been some change in 2.1.28 when dealing with with
ifconfig and route. I noticed that my boot scripts were hanging with the
new kernel and traced it to my "ifconfig eth0 ..." commandline, there is
nothing else on the network right now. Commenting this line got it to
boot, and executing the same command in a shell works about 30% of the
time. I also seem to occasionally get hangs on the route command for the
lo netdevice.
