Is it d:\TEMP\DUMMY or D:\\TEMP\\DUMMY ??
If it is D:\TEMP\DUMMY, try rm "D:\TEMP\DUMMY" or rm D:\\TEMP\\DUMMY
I dont know if any of these will work, but it is worth a shot.
