Old Kernel Question - sorry

Ok, sorry to ask this question regarding a non-recent kernel, but I'm curious
as to what causes this peculiarity.

Linux reza 2.0.21 #1 Thu Oct 3 20:31:44 PDT 1996 i586

basically, it doesn't change passwords anymore

reza:/home/reza #passwd karen
Changing password for karen
Enter new password:
Re-type new password:
/etc/ptmp exists, can't change password
reza:/home/reza #rm /etc/ptmp
reza:/home/reza #passwd karen
Changing password for karen
Enter new password:
Re-type new password:
unlink(/etc/passwd.OLD) failed: no change: No such file or directory

----

is it as simple as I need another passwd? If so, then could someone tell me
what function calls caused this to stop working (out of curiosity)

Thanks,
Reza
