FD Limits

Is it hard to up the open file descriptors limit under linux
past 256 which is the HARDLIMIT for any users :

maelstrom:~# ulimit -n
256
maelstrom:~# ulimit -n 1024
ulimit: cannot raise limit: Operation not permitted

This is under linux 2.0.25, bash 1.14.7, i have done the following
to the kernel but do not know if i have done the right thing, can
someone please direct me in the right direction or confirm me if
i have done the right thing via private email, thanks.

changed #define NR_OPEN from 256 to 1024

changed #define OPEN_MAX from 256 to 1024

changed #define __FD_SETSIZE from 1024 to 4096
