2.1.5--doesn't umount on shutdown

With 2.1.x (certainly 2.1.5), when I reboot with ctrl-alt-del, it does not
umount the mounted disks, so that when it reboots, it says "not unounted
cleanly" and checks all the disks.

2.0.22 (and before) work properly.
