portmapper: socket permission denied

I hope someone can help me. I have done something to my os Linux 1.2.13 on
i586 that no longer allows me to use remote calls(rpc, rlogin,rsh...) on
ther machines rhat I used to be able to do this. However I can utilize
these services succesfully as root. I get an error as any other user it
follows:
rcmd: socket: Permission denied

I have checked the permission and uid on all the rpc files and dev files it
all looks good but I'm stuck
any answers please email I have not subscribed to the group
