What are you _exactly_ trying to do and in what order?

UDP (de)masquerading (as far as implemented) for a pseuso-UDP-session
(UDP has no sessions) is initiated when a first packet is passing, from a
masqueraded host to "the outside world". Then (and only then) reply
packets (as far as you can speak about replies with UDP) from the outside
world to the masqueraded host will be demasqueraded and forwarded.

Reading your question more carefully, you _might_ want to send the "first"
UDP packet of a "session" (again, just using bad terminology) from the
outside world.

If this is what you want/need: this just can't be done with masquerading.
In future versions of Linux, IP address remapping will be supported, which
will make possible what you want to do.
