rc.inet1 is not effectively excecuted at boot time..

I have a strange problem with rc.inet1 when booting up to 2.0.0.
It used to be fine with 1.2.13.
The problem now is the rc.inet1 file is not excecuted even when it should have
been, with rc.M. In the end I have to re run it in rc.local to set
up the network properly. I checked everything in the scripts, nothing wrong.
It is just the time rc.inet1 can be excecuted is funny....

any thought?
