Communicating with drivers

What is the "best" way for a utility (command-line or X-based) to
communicate with a device driver either built into the kernel or loaded
as a module? Are IOCTL's the only way, can new function calls be added
for the use of utils, or is there another way? I am starting to determine
how to set up an AWE32 driver with a bank manager, and need a way to
"register" the banks with the driver, and a way to hand the data from the
bank to the driver for upload. Please let me know what the best way is -
not necessarily the most efficient, but the best overall. TIA for any
help with this one.
