shutils nice

Since upgrading to 2.0, the nice command from sh-utils no longer has any
effect. Renice from the same package works, as does top from procps-1.01. So
it seems that nice was broken by kernel 2.0. It did work fine under 1.2.13.
Has anyone else noticed this and found a fix?
