Loadaverages up in 1.3.89

Well, actually they are all over the map, but xload just goes nuts...up
and down and up and down. Never did this in pre 89 kernels.

What changed?

mostly they hover in the half scale range, and normally they barely
cause any notice.

Seems they run high in top as well.

I am running the .99 procps stuff... and 5.3.8 libc and 1.3.89 and elf.
