Our terminal server went into a mode where it dropped 70% of the
packets. I was able to login to another machine and ping a faraway
host to verify that is was the terminal server and not something else.

In THIS case 70% packetloss was not enough to prevent a connection
getting established and used. rtt's of 280 ms: a 14k4 modem.
