Depreciated answer, no points...
(See my recent announcement writeing)

Preferred:

ftp://ftp.funet.fi/pub/Linux/PEOPLE/Linus/v1.3/

At FUNET service cluster there are MULTIPLE MACHINES, not all
are able to reference to all of the same data, and bindings
of services to current machines might not hold true forever..
Also, the old "/pub/OS/Linux/" is a historical vestigial we
wish to phase out. (Linux hackers from the very early might
know, why it was at first classified under "/pub/OS/", but
since then it seriously outgrew of being "just another OS"...)

I believe there is kernel source mirror-site list
somewhere out there.

Due to network connectivity issues, ftp.funet.fi is well
reachable from USA, and far slower from most of the Europe..
(The only 34/45 Mbps link between Europe and USA comes to
NORDUnet, where FUNET is connected to with a 34 Mbps link..)

Good advice when choosing kernel source mirror site:
- Use traceroute, and compare paths.
- Pick the one that is nearest to you
network-vise.
I have seen corporate networks where access to singapore.corp.com
(for example) goes via public Internet gateway at New-York...
That is, your connectivity accross the street might not be quite
as straight as you would think...
