1.3.76 and CSLIP

I went from 1.3.72 to .76 and noticed a dramatic slowdown in my
SLIP connection (both SLIP and CSLIP, but not SMART_SLIP are
configured into my kernel).
The test I used was just 'cat /etc/termcap' on a system I was remotely
logged into.
