NFS in 1.3.70 not yet quite right

There is still at least one anomaly in the NFS code in 1.3.70. I
noticed this in .69 as well.

Occasionally, a file will suddenly show up as truncated on the client.
On other clients and the server it is OK.

On at least one occasion, back in .69, I watched a file grow back from
a 0 length file to it's real length a bit at a time, as reported by a
constant stream of ls(1)s.

I suspect this is related to the anomaly where 'mkdir foo; cd foo; pwd'
fails with the not a directory error.
