1.3.64-1.3.70 loopback bugs

ping -f my.system.name

500 packets transmitted, 182 packets received

(always 182)

ping -c 100 -f my.system.name

200 packets trasmitted, 100 packets received

(always 1/2 the packets transmitted are received until 182,
then the rest are lost)

PLEASE, I need a fix for this badly (assuming it's responsible
for the irc/ircd loopback problems).
