1.3.69 netstat -a seems better

Just a note that something seems to have dramatically improved in the TCP
protocol in 1.3.69. I upgraded from 1.3.68 based on Linus's release note
that the double ack had been fixed.

I normally had long lists of Web sockets in FIN_WAIT2 waiting to timeout.
Now that list appears to be consistently shorter. I don't know if the
double ack fix helped this or not, but thanks to the developers (Alan?) in
any case.
