argument)
Maybe most problems come from a weakness or misinterpretation of
RFC1341 (MIME): I think MTA (mail transfer agents (sendmail and
similar)) should handle the session layer (which is MIME then).
Unfortunately the RFC says nothing about that; therefore some UAs
(user agents (Emacs, mailx, elc, etc.)) implement MIME.
Once you have a quoted-printable 7-bit message, most MTAs don't
change the contents. Thus it would be much better if the UAs simply
delivered 8-bit messages and hope for the MTA to make things right.
(The character set discussion is still there, though)
