Kernel does not recognize NCR 53c810 SCSI controller

The kernel 1.3.64 does not recognize my PCI SCSI
Controller (NCR 53c810). In fact, even 1.2.13 does
not work with this SCSI controller. Booting from a
floppy, I find that the kernel dies immediately after
loading when the NCR controller is in the PCI slot,
but if I remove the controller then the kernel works.
This is really odd because the 53c810 chip is supposed
to be supported.
