rcp breaks in 1.3.36

As well as all processes being 'nice'd to -5, 1.3.36 seems to break
'rcp'. 'rcp'ing into a 1.3.36 machine from another machine leaves
the 1.3.36 'rcp' process hanging.

I guess it's not too surprising with almost 2MB of patch alone! Sun
call these "Jumbo" patches. :-)
