PPP and drop/restart

I've noticed since I started using the 1.3 level kernels, the network is much
less friendly about the ppp link going down. Most of the time I have it
feed with a static IP address so it should be just fine for the link to go out
for a few seconds, but with the 1.3 kernel (1.3.24) if there is anydata
in the transmit queue, or put in the transmit queue when the link goes down,
then the socket immediately closes (icmp: Network Unreachable.) And while the
network is indeed unreachable -- that doesn't mean it will stay that way.
The system will redial almost instantly when the link does out.

I don't like this behavior. change it :-)
