mount command

I run linux 1.2.11 with slackware 2.2....

I am trying to bring my system up so that the partition /dev/hdb1 is roead only...
I have tried the command : mount -o remount,ro /dev/hdb1 / I have also tried
mount -o remount /dev/hdb1 it just wont remount the partition as read only...
Iam I doing something wrong?????? I am trying to run the defrag util.....
and I only have one Linus partition....
