Possible bug in msdos/fat file system?

On both my systems, I store the kernel (vmlinuz) on my msdos C: drive and
load it using loadlin. I mount the same partition under /dosc under linux.
Recently under both 1.2.x and 1.3.x after compiling a new kernel and copying
it to the correct location (vmlinux for 1.2 and vmlinux.tst for 1.3) when
rebooting, I get "/dev/hda1 busy" during the unmount phase. Just to test it,
I just copyied the kernel over to /dosc/linux, sync'ed, and tried to manually
unmount it and got the same message. This happens with both the IDE and HD
drivers (one on one machine and one on the other) so it doesn't seem to be
device dependant. Anyone got any ideas where to look for further info so
this can be tracked down and fixed?
