[PATCH v9 06/14] x86/keylocker: Define Key Locker CPUID leaf

Both Key Locker enabling code in the x86 core and AES Key Locker code
in the crypto library will need to reference feature-specific CPUID bits.
Define this CPUID leaf and bits.
