LoongArch KVM changes for v6.9

1. Set reserved bits as zero in CPUCFG.
2. Start SW timer only when vcpu is blocking.
3. Do not restart SW timer when it is expired.
4. Remove unnecessary CSR register saving during enter guest.

KVM PV features are unfortunately missing in v6.9 for some
implementation controversies, sigh.
