[PATCH v2] workqueue: Fix kernel-doc comment of unplug_oldest_pwq()

[Waiman Long]

Fix the kernel-doc comment of the unplug_oldest_pwq() function to enable
proper processing and formatting of the embedded ASCII diagram.
