[RFC PATCH 09/11] mm/mempolicy: build mpol_parse_str unconditionally

[Gregory Price]

mpol_parse_str is conditioned on CONFIG_TMPFS.  We intend to reuse
this interface for procfs/mempolicy, so build unconditionally.
