[PATCH v7 2/5] dt-bindings: net: Add IEP property in ICSSG

Add IEP property in ICSSG hardware DT binding document.
ICSSG uses IEP (Industrial Ethernet Peripheral) to support timestamping
of ethernet packets, PTP and PPS.
