[PATCH 5/7] nvmem: sprd: Changing the position for turning off double bit operation

There are two efuse block programming operations in sprd_efuse_raw_prog,
which require programming the same efuse block. Clearing the double bit
flag operation is between the two efuse block programming operations,
which will result in inconsistent efuse blocks between the two efuse
block programming operations.

This patch puts the double bit flag after the two efuse block programming
operations to ensure that both operations program the same efuse block.
