[RFC PATCH 6/7] rust: net: add socket TCP wrappers.

Add `TcpListener` and `TcpStream` wrappers around the Rust Socket.
They provide a convenient way to handle TCP sockets.

This interface is intended to be as close as possible to the one in `std::net`.
