So you have two fields, offset and "bit", whatever that is. It would seem
named define with GENMASK() for these two fields and FIELD_PREP() is
appropriate here. And FIELD_GET() (and perhaps also FIELD_PREP()) used in
the code below where appropriate.

0x14 should be named with a define.
