Use "LoongArch" instead of "LOONGARCH". "LOONGARCH" should only show up
in macro names, enum value names, etc.

"Describe your changes in imperative mood, e.g. "make xyzzy do frotz"

i. e. "Make CONFIG_CMDLINE work with ...".
