[PATCH v2] selftests/input: introduce a test for the EVIOCGLED ioctl

This patch introduces a specific test case for the EVIOCGLED ioctl.
The test covers the case where len > maxlen in the
EVIOCGLED(sizeof(all_leds)), all_leds) ioctl.
