Hmm.. I wonder what fails the set_dev_data ioctl...

Hmm, would it be possible for you to run the test again by
adding the following tracers to your QEMU command?
    --trace "iommufd*" \
    --trace "smmu*" \
    --trace "vfio_*" \
    --trace "pci_*"
