[RFC PATCH v3 14/22] objtool: arm64: Generate ORC data from CFI for object files

Enable ORC data for ARM64.

Call orc_create() from check() in dcheck.c to generate the ORC sections in
object files for dynamic frame pointer validation.

Define support functions for ORC data creation.
