[PATCH] MAINTAINERS: add myself as a memcg co-maintainer

[Roman Gushchin]

Add myself as a memcg co-maintainer. My primary focus over last few
years was the kernel memory accounting stack, but I do work on some
other parts of the memory controller as well.
