[PATCH v7 2/4] drm/msm/dpu: delete DATA_HCTL_EN from sc7280 hw feature

[Kuogee Hsieh]

DPTA_HCTL_EN controls data timing which can be different from
video timing. It only required to be enabled either widebus
or compression enabled.
