[PATCH 1/3] signal: HANDLER_EXIT should clear SIGNAL_UNKILLABLE

Fatal SIGSYS signals were not being delivered to pid namespace init
processes. Make sure the SIGNAL_UNKILLABLE doesn't get set for these
cases.
