Please split this change into two patches:

1. Add kcov_ioctl_unlocked() that handles KCOV_INIT_TRACE special case
without any functional changes.
2. Functional changes to kcov_ioctl_unlocked() and other parts of code.

Otherwise reviewing is a bit hard.
