If so, we will have something as:
#ifdef CONFIG_64BIT
create_kernel_page_table()
{
...
}
#else
create_kernel_page_table() { }
#endif

Since we already have different create_kernel_page_table() version for
XIP and !XIP, the code would be more complex.
