[PATCH 1/5] staging: r8188eu: remove SetHwRegHandler from hal_ops

Remove SetHwRegHandler from struct hal_ops and remove the wrapper
rtw_hal_set_hwreg(). Call SetHwReg8188EU() directly instead.
