[RFC net-next 2/7] selftests/ptp: Add usage of PTP_DPLL_GETSTATE ioctl in testptp

Allow get Digital Phase Locked Loop state of ptp enabled device
through ptp related ioctl PTP_DPLL_GETSTATE.
