[PATCH] mmc: core: limit probe clock frequency to configured f_max

[MichaÅ MirosÅaw]

Currently MMC core disregards host->f_max during card initialization
phase. Obey upper boundary for the clock frequency and skip faster
speeds when they are above the limit.
